The system and route a MeasureReport's figures came from, e.g. DHIS2's analytics tables, or DHIS2 raw data values summed by fhir-pipes. Distinct from coverage-source, which says how a coverage figure was measured (administrative tallies vs survey); a report from DHIS2 analytics is still administrative coverage. Binding: extensible — other sources add codes to the ICR code system or use their own.
