What the target population's Group.quantity counts: persons, households or structures. A modifier extension: Group.quantity counts members of Group.type, R4 Group.type has no household value, and the Group keeps type = person, so a system that does not understand this extension must not read quantity as a number of people. Absent means person. One figure per Group: a campaign's household target and its person target are separate Groups.
